Pro is billed monthly or annually, with a discount for annual billing. Legacy program plans (beta tester, KOL) are treated as Pro for all feature access.

Which tier can see a given trading signal is decided automatically by the signal's type and its Conviction score — see Signal Metrics & Trade Plans for exactly how that works.
